yes you can!
to capture the benefit, you should have a domain name that you own, but it could be hosted on a free host
i am currently testing two free hosts with WP sites that i built for the company to sell
one free host is proving to be great. they are reliable, easy to use, push the site out quick, responsive to support requests, and you get the point
btw...there are decent hosting companies for under $20 a year
