If you want a solution you need to be specific about your problem. I'm gonna take a few guesses here so here it goes.
1) If firefox is the one with the problem try uninstalling and then install it again (or some other browser).
2) System malfunctions can often be caused by a faulty antivirus. Try uninstalling it from safe mode and then check again.
3) If you are using a router, connect to it and reset the configuration. After doing so go to network troubleshoot, reset the router when asked to and hope it does the trick.
4) If you didn't have this problem from the beginning try doing a system restore (check google for accurate information, use your phone or whatever).
5) Insert your windows 7 disk, and repair the OS. The command for this is "chkdsk -r". This will search and repair most missing .dll s required to run windows.
6) Do a complete scan of your pc. Often viruses can completely block access to the internet. Also this sometimes happens when to many programs that require an internet connection start up with the os. Uninstall all toolbars and other useless programs you might have that require an internet connection as this will considerably slow down your pc.
7) Open cmd and type "netstat" if there are no connections displayed the problem is usually from isp or router. If connections are made then read step 6 and follow those instructions.
8) If nothing helps there's always the motherload of all fixes. Backup everything, and reinstall windows by formating the drive.

Hope this helps, if you had the patience to read it all. In the future please be more specific about your problem.
