So work has blocked internet access on a computer. Sites beginning in https:// can be accessed ie: Google, yahoo, Wikipedia, Facebook, etc... Not all sites can be accessed with this prefix. I do know that the internet can be reconnected when a new DNS address is entered on IPv4.
Any help on the technique they used to limit access?

i am afraid this is blocked od their router or server.

Try doing a system restore to a date before it was blocked.
