As of Spring, 2013, you can list free every day.

You may have been misled by eBay emails announcing FREE LISTING days. These are bogus as they just want to keep in your face and get you to list items so they can make more $. In short, these are marketing emails for their benefit, not yours.

If you're asking about listing promotions, no one knows when eBay is going to have one until it's announced, and most of the time only selected sellers are invited to participate.
Everyone gets 50 free listings per month.
