Hi Friend, as per how much I know PPC is done in Google Ad-words and there are no sites other then it were you can do it.

the problem is all payperclicks and ads publisher companies have records of scaming their members already, since they control who they want to pay, they can easily sabotage your account and claim that you are doing suspicious activities. especially if their funds are going down,
