A word processor may suffice in many cases, something like Microsoft Word or the free Open Office have lots of features. Professional designers would layout a flyer in a page design program, like used in designing magazines.
Generally a printing service can crate multiple copies more efficiently than a simple computer printer, they can also cut sheets to 1/2 size flyers if needed. You can submit an electronic file to a printer for best quality results.
