Like if I start to write "what is" and it suggest "what is my ip" and then "what is twitter" does that mean that more people are asking about ip than about twitter?
Update: The reason I ask is that its not ordered by # of results (Twitter has more results than ip, but it come after), nor alphabetical order so I wondered what's its order is based on.

i dont think the order means anything.
if you look to the side, it'll say how many results there are for each suggestion.
though i've never really thought about what the order means.

Google generally orders websites according to how relevant they are to the keywords that you type in.

However, people can actually pay google money so that their website is higher up in the list.

EDIT: Oh you mean the 'suggestions'. I think that they are ordered according to how often people search for them.
