Is it possible to change your Facebook cover photo without giving others others a notification/publishing it on their news feeds?

I thing there is option that allows u to hide it from specific peoples but if u dont want someone to see ur picture u can block them

yes it is possible. after upload u delete the post from timeline or select visible only me. thats it

Firstly make all of thing as private then change your cover photo.
