I need a good name for web development startup, something associated with the development process either HTML , CSS . Like <doctype> web development , <h1> web development.

use ADOBE DREAMWEAVER you can write in any web development language
like HTML CSS PHP ASP ...
first you must learn static web development : HTML and CSS
later you can learn dynamic web development like : PHP + MySQL or ASP.NET
Later you can learn : JavaScript + AJAX + Jquery to add more enhancement to your site
