Some may just say; "Oh! Social networking!" and all of that stuff. The sad truth? I have VERY limited resources. I can't use facebook (haven't met age requirements, plus I hate it) nor word of mouth; my family doesn't care either way. I can't advertise because I don't have the money, and forum advertising sites haven't worked out for me. Help?

Social Media marketing is the best option for you. You don't need to spend a single penny, all you need to do is spend some time and promote your forum.
