I have a second account and when I searched my main facebook profile, the "Follow" bar doesn't show, what's there is only "Add Friend" and "Message" but I already follow the steps how to put the follow bar on my profile and I already checked if my follow bar is on... How come it's still not working?

If Its Not Working Maybe the Settings Arent Applying Double Check and Try Again if it Still Doesint Work Could be a Technical Problem With Facebook In That Case
Please Contact Facebook at the Help Center and Report the Problem To Them

are you under 18? facebook doesnt allow people's profiles to be public and have others follow them until they're 18 and no longer considered minors
