It's usually that you register a domain for a longer period than 1 year rather than hosting that will assist SEO. You could change hosting every week but the domain name registration is constant.

I agree with Neil.

Seems like not all hosting companies are willing to make available to the public hosting charges that are paid. Engine algorithms using hosting charges paid in advance would be insignificant.

Any factor that is this meaningless would not be added to the algorithm. The algorithm needs to be minimized in factor amount, to keep web page importance calculation speed maxed out. Just a guess.

However, anything is possible.
