Static urls are better than dynamic urls because static urls have higher keyword prominence and relevancy.They are easy to copy, paste and share on or offline. In my opinion dashes are better than underscores in static urls.

URL must be meaningful. Use correct spellings, proper spaces. Do not use underscore any where if you need use hyphen to separate words. This must be in same ways as people try to search in Google. Examples : like Flights-In-India.aspx is correct ways. Wrong ways..... Flt_India, FlightInIndia, Flight_In_india etc. Because these are not meaning full name so no one will search with these name. So Google will not find these words in searching. Underscore join to words without space so this is also meaningless.

Static url's are the best from SEO Point of view.
And It should be like your domain name/xyz.htm or php
where xyz is your keyword. Simple & Best.
