Can you download this gif? usually i right click and hit save image as on my google chrome browser, but this is different...Any idea?

I'm fairly sure your issue is that it's not a GIF.

for chrome its upper right corner icon (3 bars stacked) and "save page as"

That is not a animated gif. It is a flash file. You can click and save the flash file, but you would need the flash program to play it back on.
