I've never heard of this "twitter jail".

Twitter jail is when you CAN'T update for an hour because you have tweeted A LOT!
yeah thats right, a whole damn HOUR
and in some cases you cant send Direct messages depending on your conviction.

Twitter Jail is no tweeting if you've reached the limit
of 100 tweets per hour/1000 per day.

You can access your page, you may not post publicly
for a specific period of time. Anything from half an hour to a few hours.

Sometimes people refer to TwitterJail is someone get their account
suspended. This can happen for various reasons.

If you are stuck with your account you can also use Twitter Help Desk
and submit a support ticket if you cant access your account:
