Small Budget is not a issue.

Go with 20 to 50 with one or two ad groups creating 2,3 ad copies each ad groups.

Hi,

Stick to very specific keywords to your services and keep the keywords in a common theme within each adgroup, that way the ads in the adgroup are highly relevant to the queries people are typing in. Normally 1-3 keywords per adgroup and three different ad variations. Its better to start targeted and avoid broad match keywords until you understand what converts. You can always add more keywords.
