He is in my grade. I dont really want to start the conversation, so how could i get him to talk to me on twitter?

Get into a conversation with another when your 'dream guy' is within ear shot and describe in plain language all things 'twitter' including your twitter account identity. If he's interested in you he will have heard enough to make a play on the Twitter.

next time he asks a question or tweets something you're interested in, just reply!
apart from that you can't MAKE him talk to you. he might not even know you want to, so just start the conversation yourself; that'll work out a lot better.
