There are PRR (Private Label Rights) articles, typically sold in sets for the purpose of populating web sites, these low quality works may also come with resale rights.
This site had a huge collection being offered for free, the ownership rights can be blurred with these products, I'm not positive they have full right to give them away. You may find many of these plr articles have the style of a 3rd world author.
