I just added my business page to my personal Facebook account because it wouldn't let me do it any other way. I am trying to get new fans of the business in my area but do not want to ask them to be my facebook friend on my personal facebook page. Is there any way to suggest or ask people that aren't already friends to become fans?

No, they don't have to be friends to be fans. In fact, it doesn't matter at all if they are friends or not.
