The "official" meaning is Shame. Unofficially, it is commonly received as meaning "boring".

Also people use it to reply to bad jokes or something that isnt funny
For example:
'' what does a gay horse eat??
Hayyyyyyyyyyyyyyyyyyy ( camp voice) ''
You: -.- not even funny
