like for example some people said #NickiTaughtMe....what does this mean?

I use it just as a way for people to be able to track it. Jimmy Fallon uses it on his show. He may say to type out a tweet that describes your most embarrassing moment, and hash tag it with #EmbarrassingFallon or something... It's a way for him to be able to find what you're saying...

That's what I've used it for.

That means they're trying to start a new trending topic. Like its basically like the subjectof the sentence or something that they say often and if everyone starts saying It then iot becomes a trending topic. That's why most trending topics have a # in front of it. Hope I helped! Wink
