i want to host an html 15 pages website please suggest me the hosting linux or windows

I'd prefer you go for Linux.
Linux is way more flexible than Windows. You can just set up a Linux Server for hosting, i.e., with installing only the server component and can avoid the rest. That would ensure you have the remaining space for thy resources.
You may also want to set up a firewall with it. And all that can be done very conveniently in Linux.

The great majority of servers use the free open source linux system making them cheaper, if you don't have any special Windows server code requirement go with the prolific, cheap linux.
Certainly there are free hosts that might suffice for your needs, 'unlimited' shared accounts allowing any amount of data and bandwidth along with domain names cost about $8/mo, including 1 domain name, a single domain paid host costing about $3 a month will hopefully hive better reliability than a free host... some prefer to get domain names from independent registrars so a host can't hold it hostage for 60 days.
