Yes, and so does Craigslist, their guide should really suffice. To review their basics, Craigslist is designed to replace newspaper classified ads section and is intended for local advertising, if the location of your IP address doesn't match the are you are placing ads in there may be problems. People attempting to create too many ads or in multiple locations (ie professional advertisers) tend to get their account banned in short order.
Setting up an account is the first step toward posting an ad.
