I can see some online store that their ads appear in every website that I open. How they do that? How to advertise where my ad will be posted to all websites?

Hey,
You can do various things. You can start a blog and post content regularly, you can start Facebook campaigns, you can post free online classifieds referring people to whatever your advertising, you can post on forums. These are just a couple of examples of free ways to advertise.
There are also paid marketing strategies like Solo ads, Ezines, Banner advertising (what you see on websites you open), Pay Per Click etc. You obviously need a budget for those.
There are a lot of strategies, but my suggestion would be to choose 1 or 2 and concentrate on them
