Yes, it's wise to have a daily cap to avoid an improper setup costing you thousands ion a day.
You might see it exceed you limit by a tiny percentage, the reporting delays can cause a few extra clicks to occur before the system sees the limit has been reached.

It goes over the daily budget when it has failed to reach the budget on previous days.
In other words, the daily budget is an average over time. In the long run, it respects the budget you set.

Yes it can go over in some days but over all it will not exceed limit of your monthly budget.
