I just got a new HP laptop, and I'm using google chrome.
I have tried all the suggestions on google chrome forums etc but online videos (youtube works) either do not work or are very jumpy. I've tried updating everything and it doesn't seem to have made a difference..
Any thoughts?

New does not necessarily equate with power. Computers need plenty of processing power and ram to run videos. Laptops tend to sacrifice power for small size. A desktop for the same money would be more powerful. So it depends what bits are inside your machine. Maybe a ram upgrade would help.

Sounds like insufficient hardware. What RAM do you have?

post back with the model number, operating system i.e windows 8 or chrome OS, if possible CPU and RAM - it sounds as though the laptop is under specc'd, but also may be due to a slow internet connection
