Verification is currently used to establish authenticity of identities of key individuals and brands on Twitter.
Twitter verifies accounts on an ongoing basis to make it easier for users to find who they're looking for. We concentrate on highly sought users in music, acting, fashion, government, politics, religion, journalism, media, sports, business, and other key interest areas. We are constantly updating our requirements for verification. Note, verification does not factor in follower count or Tweet count.
Twitter does not accept requests for verification from the general public.

So basically, if you're famous or an important figure, Twitter will verify your account. You can't request to be verified or anything like that.

Any twiter account with a blue confirmed logo on their Twitter information is a verified account. The verification is currently used to establish authenticity of identities of key individuals and brands on Twitter. Twitter verifies the account that has highly sought users like in music, acting, fashion, govt. Politics, religions, media, sports and in other fields. Twitter do not accept verification request from the general public but if twitter finds that you have criteria for verified account then not sure but may be verified in future.
