Okay, so I tried typing in my user, giving the URL and reblogging stuff.... But I won't show up for my friend.... I don't even know why.. When she uses the URL, it just says URL not found, but when I use it, it works just fine.... Any ideas why..??

DNS blocking?
Try using a different DNS server, e.g. 8.8.8.8 or 208.67.222.222 (Google's DNS & OpenDNS)
There might also be a firewall or proxy on the network that prevents you from going to tumblr, there's not much you can do about it unless you talk to the admin of the network.
