i really like this girl and i think shes the most beautiful girl in the world but i never have a chance to talk to her... im never able to talk to girls and i also think shes afraid of me because im the "tough guy" in school

Try talking to her on a social media. Find her on Facebook maybe. Sometimes it's easier to say something over a text because you can edit what you say. Start with that and try to arrange times you can meet without sounding too desperate.
