for example if there is a website and they do not put any ads on their website but a huge number of users daily visit their webpages....so i wanna know whether google will still pay for such a huge user traffic? Kindly anyone answer who is good in SEO or knows enough about it in sure manner...

No, Google Will not pay to them because they of not having any ads to that site,
Without ads no other method of payment for websites

no you have to place advertisement to earn.
