Do you have your hosting already?
Do you know anything about HTML ?
some website builders would be Weebly, Moonfruit, and Wix.
getting a content management system like wordpress is also a way to start building a site without coding knowledge.

I use Weebly.com you can add your domain name for free, that's what I did with my website and I use it all the time.

I love the website and it has a ton of features. You can sign up with my affiliate link and get $10 credit to put toward the premium version of the host. Or you can use the free version, both work just as well.

I posted a blog post about it talking about why I like it if you want more info. http://tigersandsheep.blogspot.com/2013/10/my-favorite-website-maker.html

There are two ways to make a website either you can look for a website design agency who can deliver you a website as per your requirement , thou this would cost you more money , but if you are looking for a website where in you have all the control and make changes the way you want and is either Free or inexpensive then try a website builder. One such website builder which is very popular is http:///www.webstarttoday.com . This tool is used by many and I have personally used it and found it helpful as it easy to navigate and simple to understand.
