I need to make an sound-only advertisement for school about a book, are there any good programs for making them?

You could record the sound for an audio ad with many computer type programs. On a mac we use garage band. and on PC Ive heard Sound Forge.
You could record it with many smart phones or buy a digital recorder from your local office store.
