I have recently experienced a major drop in my iPhone's download speed. With SpeedTest.net, it says My download speed is 20mb, which is reflected in the internet of my other devices, but when I download files on my iPhone 4s, (6.0.1 jailbroken) it takes 5 minutes to download 3mb files. I tried resetting the network settings, and pressing the home button+power button, and I don't know what to do anymore.

It could be the jailbreak. Try restoring your phone to factory settings and see how it goes.
