What does exactly mean 10$ per 1k limps ?
limps mean clicks on ad or just seeing them?

Yes - this mean that they will charge you $10 for 1000 showing of your ads. This is different that price per click. This is price per impression and it's also called "cost per impression".
You must evaluate sites that provide PPI because 1k impressions can happen for few minutes or for few weeks dependent from traffic to site. Also it's important where ADS are placed (top, bottom, sidebar, etc) because different ADS have different prices and different impressions.
