By "descent" I mean that they're of at least okay streaming quality and that there enough choices and that they don't cost too much. I know I sound like a douche but I've been to a few gay chat rooms that were complete disappointments.

First I agree with you completely. A lot of gay chat rooms are of really bad quality. I found this one site though, which I am sure you're going to like. It has a huge choice of chat rooms and they're totally free and look great on both PC and mobile. I'll add the link below.
