It stops the browser from saving information, or from using previously saved information. There are a few things you can use it for:
1. If more than one person uses the computer and you don't want the other people seeing what you're doing
2. There are those sites that have the 10 articles per month limit and stuff like that. Using inPrivate browsing will give you a new counter
3. If you want to do something on someone else's computer, you should use InPrivate. It ensures that you're automatically logged out of everything as soon as you close the browser window, so they won't be able to mess with any of your accounts.
4. More from the developer's side, it gives you a clean slate- if you're testing a web page, you can make sure it works without having to go clear history and reset cookies every time you load a new version.
