I want to start a blog where small business owners can pay me a small fee (4.99) to advertise on my website. I do not have the money right now to make it an official website, but what I want to do is have the business owners advertise and give advice to the appropriate audience members. For example, A wedding blog, different wedding vendors could use my blog to advertise their business and an audience member can receive important advice.

Let me get this straight - you are going to charge people to take their time to write for your blog? All for a small ad on a as of yet non existent web site that cannot prove that people will even visit it. Unluckily, that is not the way these things work. The way it works is that you set up the web site, write the content, get people to visit your web site, measure how many people actually visit and then "sell these eyeballs" - visits is what gets advertisers (that's why The Big Bang Theory costs more to advertise on then other shows - more people watching.

You have to have extremely high 'visitor' numbers to your site before they'll even consider it. I'm talking in the upper thousands per week.
