You can't, your profile picture is what shows people who you are. If you really want it private, delete the photo.

The other Luis is right; I just want to add that, well, nothing is really private on Facebook.
Your data is what fuels their business after all.

# at first click your profile picture
then click at the shown icon in pic.1.
then choose the option "only me"(if you want no one without you,can see it in full size ) or choose "friends"(only friends can see the enlarged pic.).
"custom"->you can choose among friends who can see it in full size.

You can't do this, because it is a Facebook internal feature so you can't modify it.
