Does anyone know how this transition rate works...? When you get statistics on how many unique monthly visitors any given site has, how many of those monthly hits are actual registered users of that site?

Sorry I have not seen published subscriber rate figures. Typically a site has to improve on it's current stats by carefully tracking users with tools like Google analytics and split testing site design variations to find the combination that nets higher conversions, Google webmaster tools includes a split test function, allowing you to run and track the performance of 2 different versions of a page that are alternately used.
