I'm not on Facebook, and I'm not sure that I want to be, but I want to make a page for an organization that I am a part of.
Any help would be appreciated.

From what i'm aware of, you actually CAN.
Just go to http://www.facebook.com and look under all the "sign up" info..
It should say "Create a Page for a Celebrity, Band or Business"
Click on that, and in the Second Box, it'll say "Company, Organization or Institution"

You have to at least create a basic page and be a member of Facebook to create a fan page before you can post into (or as) it. You don't have to put any of your other information in past your name/email, which is more for tracking purposes (preventing spamming/hacking).

No, even if you start making it without having a profile, Facebook will ask you to create a profile during the process. Also keep in mind that page creators are anonymous, so your profile won't be accesible from your organization page.
