i notice that the following feed tell me what pics the people i follow have liked or who they have followed recently. But are comments on there too? If i comment on a picture, does it show up on a feed telling everyone who is following me that i commented on so and so's picture?

If your account is public, people can go to your home page and click on "Followers" and "Following". When someone likes a picture, you are notified of the like and you will also be notified if someone left a comment. Anyone who cares to can click on one of your posts and see who liked or who commented on that picture.
No one, except the person whose account you commented on, will be notified that you commented or liked a picture. The only way they will see your like or comment is if they go through every one of those you're following and check to see if you liked or commented. Way too much trouble.
