If i just created a website for a small business just for information about the business, would i rank really low in google? I can't really do any SEO because the site won't have any words besides the information.

SEO = tailoring the content that this there to what search engines count as relevant. Beyond having the content there, accessible and relevant, the best way to SEO a site is create quality, relevant content, especially content that people want to share or link to organically. Do *not* pay for people who say they'll spit out your URL randomly - you'll get horrible traffic and when the practice is blacklisted by Google (e.g., blog comment spam, etc) your ranking will go down not up.

too many people concern themselves with page rank or serp position

which if looked at properly both of them mean absolutely nothing to bringing visitors to a local business site

a local business should be using every possible means of local directory listings with brandimg, local marketing, etc to get in front of their suspect customer.

did it ever occur to anyone why google is playing the local search more than ever OR whyYahoo just bought YELP?

i can guarantee you that these were not to increase pagerank or serp position listings

Concern yourself with what matters and what will get visitors to that site

Without any pages on it, that would be pretty hard but if you add a blog and link in to the main page, that can help you rank.

Its not that your website will rank low in Google, it depends on how you optimize your website. A little bit SEO can help your website rank high in Google.

you cant say it will rank low. If you focus your keyword on your target group and for example add the local town in your texts and titles it will be very well ranked when searching locally.

If you need to rank high, on page stuff is not all. You need to do backlinks as well.
