Up to eBay. They could close your account, restrict you or ask you to pay. Why haven't you paid?

It is wrong to bid if you don't intend to pay. Reverse the auction. How would you feel if you were the seller and the buyer refused to pay. You should have contacted the seller before the auction ended and asked to retract the bid.

When you bid you are going into a legally binding contract to buy the item. Therefore, you should pay and fulfil your obligation. If you dont then the worst thing that will happen is that your account will be closed as you breached the terms of service. The best thing that will happen is that you will get bad feedback. In my experience if you have a valid reason for not bidding and you can explain it well it will be OK. If not then you should pay.
