Every time I try to upload a picture as my profile picture it says that Twitter is over capacity or something like that. What am I supposed to do?

Just wait until it's not over capacity, or try uploading it at http://www.twitpic.com

Make sure to delete some of your pictures and then, upload the pictures that you want for your profile.
