You can't Delete Facebook only Deactivate it. It will always be there.

If you have the password for the old Facebook account just click below
https://www.facebook.com/help/delete_account
If you don't have the account just click Report and/or Block This Person and then This Is My Old Profile and then click close this account and confirm.
