I am trying to add in a favicon or that little icon next to the webs tie address.
I read that I need to install a plugin for this favicon. BUT THERE IS NO PLUGIN ON MY ADMINISTRATIVE PANEL!!!

and then look at the picture attached. On my panel, there is no plugin thing.
PLEASE HELP!!!!
And I have also heard of the blavatar, I did that and it does not work??

As you are using WordPress.com for hosting, it looks like you will need to go with the "Blavatar" method. Go to Settings -> General and look for "Blog Picture/Icon" where you can upload the image you want to use. You can see all the instructions at:
http://en.support.wordpress.com/avatars/blavatars/

You will have more control over your blog if you purchase your own hosting (and domain).
