Page 1, I suspect? Depends on the quality of the content. If it's good content that people enjoy and share widely, shouldn't take long. If you're just trying to get something up on page one for being on page one, and no one values what you're doing, both the community of Internet users and the search engines will make it basically impossible to be on page one. You can't game the system very easily anymore, for good reason. If you went to Google and all you'd get is SEOed crap that's irrelevant to your search, you'd stop using Google in a hurry.

With the right number of backlinks it might happen within a few weeks, but realistically Google only updates page rank values 5 times a year, so it could be up to 70 days to see the results of your effort.
You can find an online calendar of the actual date that ranking was last revised.

If you are regularly submitting content, get high quality back links you will increase SEO rank and Page rank as well.
But google also not guaranteed surely about page rank

for a new website it will tale atleast 2 to 3 months to get PR1 for your website. That you will get after quality content posting, high PR social bookmarking and using SMO

According to your question it takes 3-4 month to reach PR 1 by building qualities of backlinks.
