Yes, you have to pay for Internet access but you also have to pay to get cable or specialty channels.

Some dial-up internet is free now. As time goes on, when this type of internet gets replaced by another, it will probably be free.

It already is. You've got pandora for free music, YouTube for videos, Google for pretty much everything, and social media to talk to everyone with an account (pretty much everyone has a Facebook and twitter). Not to mention the thousands of free flash games.
