Yes, small things can be shipped there. The majority of sellers (including myself) use USPS instead of the alternatives of FedEx or UPS, unless it's a fairly expensive item and/or the buyer wants it sooner. As for boats, as in actual thousand pound boats, you cannot ship them through the post office.
