I have tried YouTube, but unfortunely, many videos on there get deleted or blocked on copyright grounds. I don't want to go out and buy compilations of old toons on vhs or dvd I just want to watch some online. Please help. Thanks.

You haven't looked very well. There's gazillions on You Tube. Try a You Tube search for "banned cartoons".

This one is mainly an anime site but they do have cartoons and I have seen Looney Tunes on the list.

This one also has a good selection of cartoons but they are a bit more centered towards anime which is why you will see a lot of it on the page.

You can try Hulu.com and Netflix.
Others would almost certainly be copyright infringements, meaning they were uploaded without permission of the copyright owners, making you a copyright infringer if you download or stream them.
I have gone to flea markets and junk shops and bought lots of Looney Tunes for a dollar a disk.
